Under the direction of the Chief Executive Officer, the Director of Human Resources solely executes the full scope of human resources, including: talent acquisition, development and training, compensation and benefit planning and administration, employee relations, performance management and HRIS. This mid-level role requires a hands-on, action-oriented professional who understands how to manage the human resources function while adapting to growth and change. In this role, you will be responsible for updating policies and procedures to ensure compliance with legal and regulatory requirements while promoting culture within the West Health affiliate organizations.
The Director of Human Resources is responsible for the successful fulfillment of requisitions across multiple functions for all West Health entities. The successful candidate will provide expert consultation on all phases of the recruitment process including implementation of recruiting strategies and solutions. You will provide high level service to hiring managers by ensuring client satisfaction in creatively sourcing and qualifying candidates, developing cost-effective recruiting strategies, and negotiating offers with candidates, when appropriate.
ESSENTIAL DUTIES AND FUNCTIONS:
Recruiting, staffing and organizational development
Manage and execute full cycle recruitment process and employee life cycle;
Support the leadership team to help identify and create strategic hiring and retention goals;
Provide feedback to management on effective management techniques;
Compensation and benefits administration
Analyze pertinent industry and organizational data and salary surveys to ensure fair and equitable compensation for positions;
Recommend changes to the compensation program, including salary benchmarking, development of bonus plans and position/skill-set evaluations;
Direct, recommend changes and manage annual benefits renewal process and open enrollment;
Manage and administer all benefits including qualified and non-qualified retirement plans, LOA, COBRA and worker's compensation;
Work in collaboration with health insurance and retirement brokers to ensure compliance with all relevant ERISA, DOL and IRS requirements;
Employee relations and Performance Management
Manage the performance management process and systems to ensure timely and qualitative performance reviews are conducted and recommend enhancements as necessary;
Independently investigate, recommend, and resolve employee relations issues up to and including complex termination matters;
Provide professional guidance and responses to manager and employee concerns and complaints including performance assessment, compensation, recruitment and retention, and development;
Monitor disciplinary actions to ensure fair and uniform application of policies and procedures;
Regulatory compliance
Manage all reporting requirements to the State and Federal governments for all HR related matters including EEO, Form 5500, IRS, ACA and other state/local/federal filings;
Keep current on changes to local, state, and federal personnel related laws and regulations and ensure timely planning and implementation of processes and procedures to ensure overall organizational compliance;
Maintain and help develop personnel policies, procedures and programs for West Health including training/orientation manuals and the Employee Handbook;
Manage and maintain HRIS, ATS and online benefit systems and vendors;
General Management
Work with senior management to develop a functioning organizational space plan;
Oversee employee event activities; and
Provide mentoring and guidance, as applicable.
REQUIREMENTS:
Bachelor's degree in Business, Human Resources or related field required from an accredited college/university;
7 10 years of broad and progressive HR responsibilities preferably in a Medical Research Organization, non-profit or healthcare-related industry;
Extensive knowledge of California state and Federal laws, regulations and requirements related to human resources including ERISA, EEO, ADA, Worker's Compensation, COBRA, Wage & Hour, et al;
Expertise in effective human resources practices, methods and processes in all areas including recruiting and selection, compensation and benefits, employment law and employee relations, payroll and training and development;
Experience in providing guidance and consultation on employee-relations issues and investigating and facilitating resolution of complaints;
Expert knowledge of HRIS and employee database systems;
Familiarity with foreign visa processing and requirements;
Thorough knowledge of the entire recruiting and employee life cycle;
Must have strong customer service and client relations experience;
Demonstrated leadership skills and the ability to effectively interact with and influence senior management (high EQ);
Ability to effortlessly switch from thinking about programs at a higher/strategic level to producing results as both part of a team and as an individual contributor;
Organized and attention-to-detail approach (strong tactical execution);
Exceptional interpersonal communication skills and ability to build organizational partnerships and to establish rapport and credibility at all levels;
Ability to work independently, manage time, handle pressure, multi-task and meet deadlines;
Excellent management and strong problem solving/analytical skills and the ability to work both independently and within a team environment;

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
